We recently had a customer report an error while trying to package and upload their template file to the PrintUI server:

Error packaging document: Error: Cannot move locked items to a new layer.

In the file the customer had two layers, Background, and Layer 3, and both were locked. In addition, there was a single locked object on Layer 3. Neither locked objects nor locked layers should be triggering errors, and in fact no errors were detected during the preflight, only during the Package process. The cause of the problem, it turned out, was some sort of file corruption in the InDesign file, and the solution was to copy all of the content from this file into a new InDesign file of the same size.

One handy feature of InDesign is the Paste Remembers Layers option that can be enabled from your Layers Panel flyout menu. When active, InDesign reads the layer names in the source file and the locations of each object and during the paste operation if pastes the objects into layers with the same names in the destination file. IF those layers don't already exist, InDesign will create them for you on the fly. This means you can unlock all objects, Select All, then go to the destination file and Paste In Place and your document should look identical to the original, with the possible exception that any existing layers in the destination document that don't match with the source will be retained. You may safely delete any empty layer.
